Check out this quote from the story. ...Albert Mayor Nolan Crouse said his city has maintained modest growth rate for decades, partly because it doesn’t have a supply of housing for first-time buyers. Alberta's new premier Redford is certainly looking like a "new broom". And I think that a great many citizens were startled by her stated intention to impose zero-based budgeting on Alberta's civil service. What's important about zero-based budgeting? Put in my crude way, zero-based budgeting imposes on each department of an enterprise starting from scratch (first dollar) in requesting its budget for the next period (usually, next fiscal year). The process that appears to be the darling of civil servants, guarantees departments that they will receive at minimum the amount awarded in the previous budget. So they have only to concern themselves with the amounts they would like to top-up. ...Albert are keenly aware that that is the way things are worked in our municipal government. ...“We need to move to a point where we’re not just building on budget after budget,” said Redford. “I’ve been a minister for four years and what I’ve seen in the budgeting process is that the assumption always is to build on what was there before, so one of the things we’re going to be talking about is a zero-based budgeting approach.” Redford said one third of departments every year - over a three-year period - will have to go back and build their budget from a zero base. “That means they’ll have to examine all of the programs in their department and they have to ensure the programs are achieving the outcomes - that we believe as government - Albertans want.” ...Four days later, came the Calgary Herald with: "Talk of zero-based budgeting will do nothing for Albertans" which includes this little zinger: "It sounds like a half-baked effort for a government now adrift and unable to balance the books". ...Now, the Calgary Herald is back with: "Zero-based budgeting fading to its proper size". The Calgary Herald's opinion aside (except for admiring the effect it has had) contrast the following with Ms. ..."The first bill to hit the legislature next week will be the 'Results-Based Budgeting Act'." ...And, 'splaining that: "Stephen Carter, Premier Alison Redford's chief of staff, insists there's no change of PC plans: 'zero-based, results-based, it's the same thing'." ...Redford isn't naturally inclined to dance backwards, I'm happy to believe she's at least practiced at it. ...As of now, too many are tired of Conservative rip-offs like current power rates, second only to the Arctic in Canada. ...

A group of friends from the Cottonwood Baptist Church wanted to get together on a regular basis, socialize, and play games. The lady of the house was to prepare the meal. When it came time for Al and Janet to be the hosts, Janet wanted to outdo all the others. ... She then told her husband, "No mushrooms. ...He said, "Why don't you go down in the pasture and pick some of those mushrooms? ...She said, "No, some wild mushrooms are poison." He said, "Well, I see varmints eating them and they're OK." So Janet decided to give it a try.. She picked a bunch, washed, sliced, and diced them for her smothered steak. Then she went out on the back porch and gave Ol' Spot (the yard dog) a double handful. ... All morning long, Janet watched Ol' Spot and the wild mushrooms didn't seem to affect him, so she decided to use them. The meal was a great success, and Janet even hired a helper lady from town to help her serve. After everyone had finished, they relaxed, socialized, and played '42' and dominoes. It is now the time of year when the ice is thick and more people come out to catch perch. They are a small pan fish that grow slowly and trophy ones are more than fifteen inches long. Catching a perch over 2 lb. mark is a fish to have stuffed and mounted on your wall. Many years I have spent searching for a good perch lake that was isolated in northern Alberta. 10 years ago Crooked lake near Fox Creek was a blast to fish and I always took my limit of perch (15) over ten inches long. ...Perch can be caught using a small lure, wee 5 (left) or wee 6, using live bait maggots, meal worms and trout worms. ...Sometimes minnows work but they are not consistent. Three maggots works quite well but I recommend hooking at one end so the body will twist. Fishing with 4 lb. test line works quite well because you can feel and see the bites. Perch sometimes pick up the hook which makes a small loop and that is the time to set the hook. Perch is always fun for the kids to catch because they bite quite easily. Last weekend I did an afternoon trip to Cross Lake located north of Westlock. ...This trip, the bigger perch were biting one inch off the bottom. I normally fish a foot off the bottom but in this case I was only catching small perch up higher. Remember to be careful on the ice as these photos of trucks that have gone threw the ice at Wabuman (left) and North Buck lakes last week demonstrate. ...

City Taking Action On Third-Party Infrastructure Maintenance

Albert is taking a number of steps to improve the maintenance of third-party infrastructure throughout the city. Third party infrastructure includes, for example, electricity, natural gas, cable, telecommunication systems, and other privately owned structures which are typically located within City road and utility right-of-ways, easements and trails. The infrastructure is permitted by virtue of either franchise agreements with the City as part of a new subdivision development, or other administrative approvals. “The City is going to take a proactive and collaborative approach and work with companies to ensure they address the upkeep, maintenance, and repairs of their infrastructure,” says Guy Boston, General Manager of Planning and Engineering. The City will immediately work with companies that own such infrastructure to annually discuss inspections, preventative maintenance plans and expectations the City has for the appearance and maintenance of the infrastructure. Administration presented the plans as information to City Council during last night’s council meeting. ...· consider negotiating infrastructure upkeep terms and conditions as electric and natural gas franchise agreements come up for renewal and investigate other mechanisms of upholding engineering standards for infrastructure being constructed as part of new subdivision development; · investigate the potential of developing an administrative policy framework to receive, investigate and notify situations of unkempt infrastructure to third-party owners. An Arab Sheik was admitted to St. Vincent's Hospital for heart surgery, but prior to the surgery, the doctors needed to store blood in case the need arose. As the gentleman had a rare type of blood, it couldn't be found locally, so, the call went out to all the hospitals. Finally a Scot was located who had a similar blood type. The Scot willingly donated his blood for the Arab. After the surgery, the Arab sent the Scotsman as appreciation for giving his blood, a new BMW, diamonds & US dollars. A couple of days later, once again, the Arab had to go through a corrective surgery. His doctor telephoned the Scotsman who was more than happy to donate his blood again. After the second surgery, the Arab sent the Scotsman a thank-you card and a jar of candies. The Scotsman was shocked that the Arab this time did not reciprocate his kind gesture as he had anticipated. He phoned the Arab and asked him: "I thought you would be generous again, that you would give me a BMW, diamonds & money, but you only gave me a thank you card and a jar of candies." A team of salvage divers has discovered an unexplained object resting at the bottom of the Baltic Sea near Sweden. "This thing turned up. My first reaction was to tell the guys that we have a UFO here on the bottom," said Peter Lindberg, the leader of the amateur treasure hunters. Sonar readings show that the mysterious object is about 60 meters across, or, about the size of a jumbo jet. And it's not alone. Nearby on the sea floor is another, smaller object with a similar shape. Even more fascinating, both objects have "drag marks" behind them on the sea floor, stretching back more than 400 feet. Servus Place’s membership is about two-thirds of the initially assumed 12,000 memberships needed to break even, and the City isn’t having much luck attracting new members. Under the circumstances, how can the City possibly justify spending $4.4 million over the next 10 years as part of the life cycle replacement program, or $15 million (currently unfunded) in 2014, for Servus Place expansion unless it plans to force a neighbouring private athletic centre out of business! * If the Hemingway Centre is to become an arts space, why not move the arts groups in City Hall into the vacant space, freeing up City Hall space for city staff. Or, why not consider Arts and Heritage St. Albert using part of the remaining square footage? This would provide Arts and Heritage space for their offices and barrier-free programming space downtown, and save them cost of leasing. * The city has resisted implementing a zero based budgeting process, or doing a proper efficiency audit, so it appears there is little desire to lower the tax burden on residential property owners by cutting costs. Let's encourage our elected officials to at least implement achievable goals that will increase the net taxes the city receives. ...An interesting read full of helpful suggestions for council. Minister of health Fred Horne and the AHS are busy boasting about how quickly they have reacted to a Global TV news exposure of testimony by emergency care workers. The workers claim that long queues in emergency waiting rooms delay other ambulance calls. ...They say the hirings, plus two additional ambulances will solve the problem. ...This will not solve the issue at all. Think about it folks, the AHS and the health minister surely didn't. The main issue here was that emergency workers ie: ambulance crews, were complaining that they were tied up in emergency rooms waiting with the patient they just brought into emergency to get treated. That meant that response times for other emergencies were far too long. ...That's a valid complaint and something that needs to be addressed, but does it solve anything to hire more workers and put two more ambulances on the road? ...You see, the problem isn't too few emergency workers, nor is it too few ambulances available. The real issue at the root of the problem is simple and obvious. There are not enough people, nor beds in emergency departments to accommodate the number of patients being served by emergency departments. Adding more EMT personnel will only put more of them into emergency, sitting with patients while wait times for ambulance service will go unchanged. I do love mornings when I check my mail and go to SAP and find today's edition ready and waiting! ...Do you think your readers might be able to help the local food bank by giving them some egg cartons? Our Food Bank gets eggs in flats and must repackage them for the recipients. ...The food bank accepts not only egg cartons but also uses small margarine/ Philadelphia cream cheese tubs, wide mouth bottles 1L or less (for dispensing syrup etc), even lidded glass jars less than 1L and grocery bags. I shouldn't need to say it, but except for bags and egg cartons everything must have lids and be dishwasher safe as they need to sterilize everything. ...Albert, but I am sure every food bank in every town needs this kind of help, so readers could always check with their own food bank to see. ...I'll bet all of our readers toss out egg cartons all the time and would be more than willing to donate them to the Food Bank. On the theory that the easier you make it, the more people will donate, why don't people just drop off usable containers in the food bank boxes already in grocery stores and fire halls too? According to new figures released Wednesday, they took an absolute pounding in the ratings for fall 2011. ...While CTV Edmonton attempts to attract viewers with its new slogan, "Expanded City, Expanded News", the hard truth has finally come to light. They may want to change that slogan to "Global Expanded, We Did Too Late and Lost". Global news has literally kicked their butts folks, beating CTV by as much as 700 percent in the morning news slot. In the coveted 6:00 p.m. news slot during the supper hour, Global is king of the castle in Edmonton TV as well, ahead by 37 percent. ...One has to wonder if the first failure in their format for news is the two-year or longer revolving door for a female counterpart for anchor Daryl McIntyre. An on-again, off-again face of the evening news in that position has been evident for a couple of years now on CFRN. ... The newsletter carries some excellent news for residents of Stony Plain and area as their council announced a zero tax increase and even, gasp, tax reductions for their citizens. ...It would appear that the councillors there are much smarter than those we suffer with in St. Albert with a mayor and council so stubborn they can't even begin to get their minds around cost cutting. Just remember that councillor MacKay gets it and at least tried, will you? City And Union Accept Mediator’s Recommendation The City of St. Albert and the International Association of Fire Fighters (IAFF Local 2130) have accepted a mediator’s recommendation to settle a new one-year agreement for Emergency Services Personnel at the City’s three fire halls. ...Employees covered by the collective agreement will see general wage increases of 2.5 per cent on January 1, 2011 and 2.25 per cent on July 1, 2011 along with market adjustment for First Class Emergency Services Personnel. A 54 year old woman had a heart attack and was taken to the hospital. While on the operating table she had a near death experience. Seeing God she asked "Is my time up?" God said, "No, you have another 43 years, 2 months and 8 days to live." Upon recovery, the woman decided to stay in the hospital and have a face-lift, liposuction, breast implants and a tummy tuck. She even had someone come in and change her hair color and brighten her teeth! Since she had so much more time to live, she figured she might as well make the most of it. After her last operation, she was released from the hospital. While crossing the street on her way home, she was killed by an ambulance. Arriving in front of God, she demanded, "I thought you said I had another 43 years? Why didn't you pull me from out of the path of the ambulance?" God replied: "Damn! I didn't recognize you." Hardened drinkers rejoice: researchers are about to begin human trials on an "alcohol antidote" that may soon offer a cure to alcoholism, reports New Scientist. The drug is a chemical called dihydromyricetin, or DHM, and is derived from a Chinese variety of the oriental raisin tree, which has been used for at least 500 years in China as an effective hangover cure. So far the extract has only been tested on boozing rats, but with promising results. Dave the pro hunter did well on a recent ice fishin' trip up in the Lac LaBiche Area. These 10 pounder northern pikes (jacks) were caught using a three inch Len Thompson Spoon, yellow five of diamonds with a dead minnow attached to the hook. This is one case where technique really pays off. He would move and jig the spoon up quite high then drop it down to the bottom. The brass metal with yellow painted side creates good flash which help him catch these fish. He used 8 lb. test fishing line on his new browning ice fishin' rod. I went over to his place to watch him clean these monsters and saw fish that had a foot long row of eggs. Pike is really good to eat out of cold water. The summer tends to leave the meat soft and are not good for flavour. This coming spring I will discuss fly fishing techniques for pike. ... Albert offers good places to catch pike on the fly rod. Wednesday evening, a chap was given a parking ticket while he helped his 'in labour' wife into emergency at the Sturgeon hospital! There does not seem to be any handicapped parking handy up there. ...When asked about the guy and his parking ticket the staff response was, "Oh this is common," and they gave the gent the phone number of the company and told him to explain it to them. They implied that he wouldn't have to pay. ...Gee POP, I was always under the impression that it was Capitol Health who was responsible for administration of parking issues at the Sturgeon hospital. I cannot imagine how utterly brain dead an officer would have to be to issue a ticket under such circumstances. Chalk it up to wannabe cops abusing their authority without reason, to inflict pain and suffering at our local hospital. ...Yesterday we questioned the mayor and council on behalf of neighbourhood residents and businesses if anything could be done to stop the car wash development in Appleyard Square. ...The land in question had been zoned commercial since the area was developed in the late 70's. I don't know what preclusion the city made in the past but since the zoning had been in place for so long there is little that the SDAB could do. From what I can see there are numerous restrictions on the building permit to make it compatible with the neighbourhood. A notification was made to the homes within the radius and barely anyone attended the hearing. ...The best time to change a land use is at the stage where it is zoned, in this case in the late 70's early 80's. After that the only question the SDAB can entertain is wether the proposed development conforms to the current land use zone. A car wash falls within the discretionary and or permitted uses of neighborhood commercial so it was approved. I sympathize with affected residents in this matter, however there is little that can be done now. At the SDAB hearing six months ago it would have helped if some tangible objections we're raised then such as whether the development conforms to neighborhood commercial or not. ...

Merchants in an Akinsdale strip mall were stunned yesterday morning when excavation crews showed up, fenced off about half the available parking and dug a large hole. They believe it is the beginning of construction of a car wash they expressed their opposition to the city of St. ... It was their first hint of the development going ahead. The video clearly shows the amount of lost parking space to mall merchants. The car wash is rumoured to be designed for large trucks as well as small vehicles and they oppose big truck traffic in the quiet residential area. One employee told SAP the construction had commandeered 75 parking stalls under their permit to be fenced off during the construction period. That leaves the mall with sub standard parking for many months according to the spokesperson who wished to remain anonymous. Another person pondered why construction would begin when nearly -30° temperatures were forecast in the near future. "Won't those kinds of temperatures bring construction to a standstill? Or did they dig that hole to establish their territory in spite of objections to the project?", he asked. ..."Council will be receiving a final report from the 150th Committee shortly which will address the reader's questions." Holiday Places I've Been (And Never Been)

I have been in many places, but I've never been in Cahoots. Apparently, you can't go alone. You have to be in Cahoots with someone. I've also never been in Cognito. I hear no one recognizes you there. I have, however, been in Sane. They don't have an airport; you have to be driven there. I have made several trips there, thanks to my friends, family and work. I would like to go to Conclusions, but you have to jump, and I'm not too much on physical activity any more. I have also been in Doubt. That is a sad place to go, and I try not to visit there too often. I've been in Flexible, but only when it was very important to stand firm. Sometimes I'm in Capable, and I go there more often as I'm getting older. One of my favorite places to be is in Suspense! It really gets the adrenalin flowing and pumps up the old heart! At my age I need all the stimuli I can get! Sometimes I think I am in Vincible but life shows me I am not! I have been in Deepshit many times. The older I get, the easier it is to get there. Replies from readers in our mail bag were quick to point out some rather obvious discrepancies in the information offered from various sources. ..."Council did make sure that the lease was over in December of 2011 and from their last report they had cleared out the office and sold off most of its assets." Fighter jet lands in in cornfield 1970 - While assigned to the 71st FIS at Malmstrom AFB , Montana, its pilot ejected during an in-flight emergency. The pilot somehow got himself into a flat spin -- considered generally unrecoverable in an F-106 and he did what the flight handbook said to do -- get out of it, ie: eject. ...After the pilot did just that, 58-0787 recovered itself from this "unrecoverable" situation. In a vain attempt to break the spin, the pilot had lowered half flaps, rolled in takeoff trim, and throttled the engine back to an approach power setting. After the ejection, the aircraft recovered from the spin on its own, and established a wings level low rate descent under reduced power to the ground. Ground effect broke its rate of descent, and it settled into a near-perfect gentle belly landing in a farmer's snow-covered cornfield. ...When the local sheriff came upon the scene, the engine was still running. The aircraft was situated on a slight incline, and was creeping forward slowly under the thrust of its still-running engine, as the snow compressed to ice under it. Concerned about where it might be headed, the sheriff didn't think he could wait for the recovery team to get there from Malstrom which was about 50 miles away, so he got himself connected to the aircraft's squadron for engine shut down instructions before he entered the cockpit to secure the engine. The attached photos show pretty much what the sheriff beheld on that fateful day. A depot team from McClellan AFB recovered the aircraft and it was eventually returned to service. When the 71st FIS was disbanded in 1971, 58-0787, now famously known as the "Cornfield Bomber”, was transferred to the 49th FIS, where it finished out its operational service life. ...Pilots of the 49th FIS would occasionally run into ex-71st FIS guys at William Tell and rag them unmercifully about the "emergency" so dire that the plane landed itself. 58-0787 is now on permanent display in its 49th FIS markings at the USAF Museum at Wright Patterson AFB, where its story is told in the exhibit. While the 49th FIS Eagle jocks are reportedly glad to see their squadron immortalized in this way for millions to see, they would prefer to see it made more clear that it was the 71st, and not one of theirs, who jumped out of this perfectly good aircraft. ...St. Albert City Council Starbucks Coffee At $ervu$ Place Decision

With the end of 2011 coming to a close, it would be interesting to know if rent is still going to be paid on the office site that was utilized by the "150th Anniversary Committee" characters and to see if the other group, the "Spirit Of St. ...Since you brought it up, we too are now curious enough to send a formal request to mayor and council for the answer. ..."In regard to George's questions, I went through some of my files and I think that the Spirit of St.... I imagine there is much that is unsold and presently I don't know how much of it was sold. ...Albert occupying the office as they do not have much in the way of funds. As you are probably aware they came to council with a request for 30k and a motion was passed approving 10K. ..."The 150th operating as a not for profit organization with its own Board of Directors. ..."Can I assume from your response that as mayor, you have no concern that there may have been a waste or misuse of our tax dollars, given by you and council to the committee?" ...I for one was opposed to monies beyond the initial $500,000 contribution for lease space, but that battle was lost over a year ago. Council did make sure that the lease was over in December of 2011 and from their last report they had cleared out the office and sold off most of its assets. Nolan is correct in saying that they were a separate not for profit organization with their own board of directors making decisions as to where and how funds were spent. Yesterday my daughter asked why I didn't do something useful with my time. She suggested I go down to the senior centre and hang out with the guys. I did this and when I got home last night I told her that I had joined a parachute club. She said "Are you nuts? You're almost 75 years old and you're going to start jumping out of airplanes?" I proudly showed her that I even got a membership card. She said to me, "You idiot, where are your glasses! This is a membership to a Prostitute Club, not a Parachute Club!" The Jury In a criminal justice system based on 12 individuals not smart enough to get out of jury duty, here is a jury of which to be proud.: A defendant was on trial for murder. There was strong evidence indicating guilt, but there was no corpse. In the defense's closing statement the lawyer, knowing that his client would probably be convicted, resorted to a trick. "Ladies and gentlemen of the jury, I have a surprise for you all," the lawyer said as he looked at his watch. "Within one minute, the person presumed dead in this case will walk into this courtroom." He looked toward the courtroom door. The jurors, somewhat stunned, all looked on eagerly. A minute passed. Nothing happened. Finally the lawyer said, "Actually, I made up the previous statement. But you all looked on with anticipation. I, therefore, put it to you that you have a reasonable doubt in this case as to whether anyone was killed, and I insist that you return a verdict of not guilty." The jury, clearly confused, retired to deliberate. A few minutes later, the jury returned and pronounced a verdict of guilty. "But how?" inquired the lawyer. A large metal ball that fell from space into the Namibian grasslands last month is not alien, officials say, but that's about all they know for certain about the object. According to a report on The Namibian website, the 13-pound metal sphere with two bumps on its poles was found by a farmer near Onamatunga in the Omunsati region between November 15 and November 20. Explosions were heard in the area before the discovery, but no evidence of an explosion was seen around the area where the object was found. Full story here.
